A recent patent application from Yahoo explores a number of ways that look at user data related to searches to attempt to identify whether a query is regionally sensitive or doesn’t have some kind of location-based intent behind it.

The numbers are currently based on the chemcal content of the plastic. So the chemicals that make up the resin (the actual plastic) for #2 are the same but the molded ones are treated with different chemicals after formed. Those chemicals don't go away before the containers are prepared for recycling and impact the heat at which they should be melted. But the chemical content of the plastic, once melted is the same.
It isn't any easy process to understand but I hope we helped some.
